There are two major ways the Diocese is held accountable for compliance with the Safe Environment protocol:

Safe Environment Audits
The Diocese is audited yearly (electronically) by an independent agency and every three years (on-site) for compliance with Safe Environment procedures and protocols, including analysis to determine that allegations of abuse are appropriately responded to and reported. The Diocese also is audited on communications, dissemination of information, documentation, record-keeping, and best safety practices as they pertain to Safe Environment. The USCCB, in turn, releases publicly the independent audit agency’s summarized results in an annual report. The Diocese of Wheeling-Charleston also engages Monaca, Pennsylvania-based CSI, an independent organization comprised of experienced professionals from law-enforcement, public safety, academia, and the private sector, who specialize in various services focused upon safety. At the Diocese’s request and as an added layer of accountability, CSI representatives also conduct audits and spot checks to ensure compliance, accuracy, and consistency at the local level as well as fingerprinting for clergy and schools.

Sexual Abuse Review Board
The Diocese’s Safe Environment efforts also are overseen by a Review Board comprised of lay members that meets regularly to ensure that proper reporting and preventive procedures are followed.

MemberDr. Norman Ferrari M.D. 
Norman D. Ferrari III, MD was appointed Vice Dean for Education and Academic Affairs for the West Virginia University School of Medicine, as well as the founding Chair of the Department of Medical Education in 2012. He is a Professor of Medical Education, Pediatrics and Internal Medicine. Dr. Ferrari received a BA degree in Chemistry from the Eberly College of Arts and Sciences of West Virginia University, with honors and was elected to Phi Beta Kappa in 1978. He graduated from the WVU School of Medicine in 1982 having been elected to the Alpha Omega Alpha National Medical Honor Society. At West Virginia University Hospitals, he completed a combined residency in Internal Medicine and Pediatrics in 1986. He is board certified in both Internal Medicine and Pediatrics. 

MemberDr. Rick Greco M.D. 
Dr. Rick A Greco is an Internal Medicine Specialist in Wheeling, West Virginia. He graduated with honors from West Virginia School of Osteopathic Medicine in 1986. Dr. Greco serves as Review Board chair.

MemberVery Rev. Dennis R. Schuelkens Jr., V.E. 
Fr. Dennis Schuelkens is a veteran of the United States Navy. Father Dennis graduated from Franciscan University of Steubenville in 1999 with a BSN (Summa Cum Laude) In 2006, Father Dennis graduated from Mount Saint Mary’s Seminary in Emmitsburg, MD with a Master’s in Divinity (Magna Cum Laude) and a Master of Arts in Theology with an emphasis in Moral Theology (Summa Cum Laude). Father Dennis currently serves as Pastor of St. Joseph the Worker Parish and Grade School, Sacred Heart of Mary Parish, Designated Pastor of Madonna High School (all in Weirton, WV), Diocesan Chaplain to the Boy Scouts, and Vicar for Clergy. 

MemberMs. Rhonda Wade 
Rhonda L. Wade has worked in the legal profession for 28 years in the Ohio Valley. She has spent the past 15 of those 28 years at the Marshall County, WV, Prosecuting Attorney’s office and has served as Prosecutor and Assistant Prosecutor since July of 2015. She retired July of 2022. She is a graduate of West Virginia University with a bachelor’s degree in Accounting, and she is a graduate of the West Virginia University College of Law.

Tony Pietranton, Board Member
Anthony F. Pietranton serves as an Executive Vice President of Human Resources Management at WesBanco Inc. and Wesbanco Bank Inc. Mr. Pietranton served as an Executive Vice President of Human Resources at Wesbanco Bank Inc. and WesBanco Inc. Mr. Pietranton joined WesBanco Inc. on October 16, 2013. Mr. Pietranton has over 25 years of experience in human resource management and served as Vice President, Human Resources at Tri State Capital Bank in Pittsburgh, Pennsylvania from 2008 to 2013 and was Vice President, Human Resources at Three Rivers Aluminum Company (TRACO) in Cranberry, Pennsylvania from 2005 to 2008. He was also formerly with Invesmart, Inc. in Pittsburgh and Federated Investors, Inc. in Pittsburgh. His specializations include but are not limited to employee handbooks, deferred compensation, employee benefits, personnel management, and strategic planning. He earned a Bachelor of Arts degree in psychology from West Virginia University in 1981 and a Master’s of Science degree in Industrial Relations in 1983.

Joe Barki, Brooke County Prosecuting Attorney
Joe Barki was elected Prosecuting Attorney of Brooke County in November of 2012, beginning his term of office January 1, 2013. Prior to being elected prosecutor, Joe served as an assistant prosecuting attorney in Brooke County for more than 10 years, with additional prosecutorial experience having been gained as an assistant prosecuting attorney for Ohio and Hancock Counties, and further as a Special Assistant United States Attorney for the Northern District of West Virginia. In total, Joe has more than 14 years’ experience prosecuting criminal cases in state and federal court, having tried more than 50 cases, including numerous serious offenses such a drug distribution, sexual assault, and murder. During his career, Joe has been responsible for the conviction of more than 400 felons and has made it his life’s career to serve as a prosecuting attorney, helping to protect the citizens of Brooke County and the Northern Panhandle of West Virginia.

Joe began his career in law enforcement as a West Virginia State Trooper, graduating from the State Police Academy in 1997, and being stationed in Martinsburg, West Virginia before leaving the State Police to attend law school. Prior to beginning his career as a prosecutor, Joe attended Widener Law School in Wilmington, Delaware, where he graduated 9th in his class of 206, having been awarded the Alexander V. Sarcone Award for Criminal Law, as well as being awarded an Order of Barristers and serving as a Board Member of the Moot Court Honor Society. Joe is also a graduate of Bethany College, where he graduated with honors, earning double degrees in Political Science and Psychology.
